Arthur is a 1979 graduate of National Law Center of George Washington University and a graduate of Northwestern University. He served as Prosecuting Attorney for Health-Related Licensing Boards for the Bureau of Professional and Occupational Affairs from 1981 to 1985. His practice concentrates in the areas of administrative and civil litigation with particular emphasis on medical malpractice, health care and professional licensure, and nursing home and long term liability litigation. Prior to joining Thomas, Thomas & Hafer LLP, Arthur was a partner in the firm Kelly, Hoffman & Goduto LLP (2002-2007) and Duane Morris LLP (1985-2002). He is a member of the Dauphin County Bar Association, and Pennsylvania Bar Association, and the Pennsylvania Defense Institute.
