Arthur is a 1979 graduate of National Law Center of George Washington University and a graduate of Northwestern University.  He served as Prosecuting Attorney for Health-Related Licensing Boards for the Bureau of Professional and Occupational Affairs from 1981 to 1985.  His practice concentrates in the areas of administrative and civil litigation with particular emphasis on medical malpractice, health care and professional licensure, product liability, environmental law and insurance defense. 

Prior to joining Thomas, Thomas & Hafer LLP, Arthur was a partner in the firm Kelly, Hoffman & Goduto LLP (2002-2007) and Duane Morris LLP (1985-2002).

He is a member of the Dauphin County Bar Association, American Bar Association and Pennsylvania Bar Association, the Section on Administrative Law, the Section of Corporation, Banking and Business Law, Pennsylvania Defense Institute and Interdisciplinary Committee on Medical and Health Related issues.
